I just did a ride, and the bucket XSS values synced correctly on my Garmin, I got 3 target values, however there was no focus power so I had no idea how hard I had to push to fill the 3rd bucket. Is this a bug or is there a reason for this?

Do you have Magic Buckets (XMB) or the original XSS Buckets installed (discontinued)?
XMB shows a black dot target on the rainbow gauge and a watt target below. This target varies based on work versus rest interval and how you are executing the intervals (duration, watts, and Challenge Level).
As you execute Magic HIT intervals the target watts are optimized to fill high and peak at an equal rate. This differs from the original Buckets that displayed a fixed Focus Power target (minimum value to attain during intervals; higher required to fill peak).
In XMB Endurance mode XSS below TP accumulates in the left Low bucket field while the ZONE entry indicates what % of that XSS is in the 75-100% LTP range (Z2).

I didn’t know they were discontinued, I’ve only used them for a couple of weeks now.
