It’s impossible to set the Training Status time to 12:00 AM or 12:01 AM, maybe 12:anything AM. It always changes it to PM. 01:00 AM works fine. What a strange bug. Does Canada not have times from 12-1 AM?

Could be an issue with the date control picker which can’t be modified.
If so, easiest solution would be to update help file to say 1:00 AM instead of 00:01 AM. 
IME all you really need is End of Day (11:59 PM) or Start of Day (1:00 AM) although some users may be experimenting with other times.
