Improvement Rate vs XATA

If an athlete doesn’t have any weekly training time limits and currently has a very low Training Load would it be appropriate to select an aggressive or extreme Improvement Rate and let XATA dictate the actual Improvement Rate based on Form and Freshness Feedback?

As soon as Form turns Red, XATA is only going to recommend recovery rides and if Form turns yellow only endurance rides. So shouldn’t the actual improvement rate be maximised without letting Form ever get too low?
